Code of Conduct
As per the constitution of 2055 (amendment 2061) and Act 31 of Dalit NGO Federation of Nepal (DNF), the following code of conduct are in force with regard to the conduct and behaviour of all Dalit Non Governmental Organizations, office bearers and Members associated with DNF, as passed by the meeting of Executive Committee of 2061/06/07 of DNF.
Professional Conduct:
- We and all our member organizations are engaged to improve the quality of life of the Dalit community by doing need and or rights-based programmes. Most of our activities should be geared towards the development and ensuring the rights of the Dalit community.
- Our activities should be for the fulfillment of need and rights of the Dalit community; to achieve this support of other non-dalit community could be taken. Our ultimate aim is the inclusion of the Dalit community in Nepal therefore, it is necessary to expand our base in all sectors.
Discrimination free conduct:
- Our aim is to establish a society free of discrimination of any form (caste, gender, class, location and geographical). We neither discriminate others or we let other do it.
- The intra-dalit discrimination still exists and we should put our maximum effort to end it and such behaviour from any of us is unacceptable.
- Those demanding rights should be prepared to give rights to others and we need to give especial emphasis on gender equality.
- Within Dalit Terai Dalits are more marginalized and every effort should be taken to ensure that they are being brought into the Dalit mainstream.
- In order to ensure a discrimination free environment, all the member organizations are required to put policies in place so that those promoting would be encouraged and those misbehaving would be punished.
Inclusive Conduct:
- The DNF and its member organizations should put high priority to promote the inclusive behaviour within and outside their organizations.
- When we talk about inclusion within Dalits, it is the inclusion of Badi and Gandharva from hills, Dalit women and all Madhesi Dalits from Terai in the mainstream of Dalit movement.
- All the member organizations are required to have policies and structures in place as per the need of the local situation to ensure the representation and participation of the most marginalized within Dalits.
Impartiality Conduct:
- No conduct is allowed which would campaign or disseminate the ideology and thoughts of political parties or groups. Neither there will be conduct prejudiced to any ideology and political groups.
- Neither of the conflicting parties with arms will be supported and will not be allowed to use our physical and human assets.
- In order to ensure Dalit rights and to promote inclusion some association and work with the political parties will not be considered against the spirit of this code of conduct.
- In a general situation neither against nor for works will be done on any religions. However, any discriminatory behaviour or practice as a result of religion will be strongly condemned and criticized.
Co-operational Conduct:
- In their respective work domain there will have to be the helping attitudes towards women, disabled, old aged and other marginalized groups.
- While preserving the spirit of healthy competition with each other, especial efforts will have to be put to create synergy for the rights based movement with Dalit and non Dalit groups.
- Our member organizations may engage as per the need of the situation with those movements geared towards the preservation and promotion of human rights and other relief work.
Co-ordination Conduct:
- While carrying out any activities there should be a good coordination with all governmental and non governmental organizations so that any duplication of programmes and activities will not take place.
- With other human rights and network organizations a proper coordination is also expected.
- All the member organizations are expected to coordinate with the regional and local level branches of DNF.
Financial Disciplinary and Transparency Conduct:
- None of the assets of the organizations should be used for personal gains and damaged.
- None of the facilities or remuneration other than prescribed by the rules and regulation of the organization should be used by the office bearers and executives.
- All the documents having clear record of financial transactions need to be in place by having audits from recognized institution or person.
- Any financial statement and or balance sheet can be viewed by the stakeholders at any point of time and should be made readily available on their demand.
- A regular general assembly and renewal of the organization should take place.
Self regulatory conduct:
- By using the rights as guaranteed by the constitution and law of the country and without having affect on the main purpose of the organization and without individual blame all members are free to express their views and opinions.
- In the name of running the organization and violating the existing laws of the country none of the members or office bearers can accept financial and material support from within and outside the country.
Ineligibility from membership:
- If Central committee decides the ineligibility of members as per the recommendation of the district and regional committees with good reasons.
- Any member organizations found with proof going against the spirit and objectives of DNF and other Dalit organizations, violating the code of conduct and encouraging others to do the same.
- If they are found taking membership of similar and or parallel networks to DNF.
- The organization will not be deprived from the right to defend them before any decision taken.
