CHAPTER-1 :Preliminary

1. Short title and commencement :

1. This federation may be called Dalit NGO Federation. It shall also be called DNF in short.
2. This statue shall come into force from the date of approval being registered at the District Administration Office
   
   

2.Definition:

Unless the subject and context otherwise requires:-

1. "Federation" shall mean the Dalit NGO Federation.
2. "Statue" shall mean the Statue of this Federation, 2055 B.S. (1998 A.D.)
3. "Regulation" shall mean the Regulation framed under the Statue of Federation.
4. "General Meeting" shall mean the general meeting of the federation.
5. "Working Committee" shall mean the working committee constituted under the Statue of this Federation.
6. "Dalit NGO" shall mean the non governmental social organizations associations formally constituted by the Dalits under the Association Registration Act to work for the enhancement of the interest and rights of such tribes who were even legally untouchable before the commencement of the Legal Code (Muluki Ain), 2020 B.S. (1963 A.D.) dishonored from caste point of view and left behind economically, socially, educationally and politically.
7. "Member" shall mean the Dalit NGOs affiliated with the federation having obtained membership formally.
8. "As prescribed" shall mean as prescribed in this Statue and regulation framed thereunder.
9. "Local Authority" shall mean the Chief District Officer.
10. "Dalit Class" shall mean such community which is dishonored, from caste point of view, economically, socially, politically, exploited and neglected and working for equality and justice.

3. Seal of the Federation :

There shall be a seal of the Federation having written Dalit Gaira Sarkari Samstha Mahasangha, 2055 in the upper part and Dalit NGO Federation, 1998 in the lower part in oval shape and a hand pointing one finger up in the center and DNF just below that.

4. Central Office of the Federation :

The Central Office of the Federation shall be located at Kathmandu Valley , the regional and district branches of the Federation may be expended all over the kingdom with the approval of Local authority.

5.Objectives of the Federation :

Subject to work under the prevailing Nepal Laws, policies and directions of His Majesty's Government, the objective of the Federation shall be as follows :-

1. To create an environment of bearing responsibility in the member organizations.
2. To work as a pressure group for the protection of the right and interest of the member organizations.
3. To work as a communication center and contact point.
4. To work for the capacity building of the member organizations.
5. To create an environment for overall development of the Dalit Community of the member organizations.
6. To raise voice pertaining to the incidents occurred in connection with the fundamental rights and human rights of the Dalits.
7. To celebrate international racial discrimination elimination Day and national Dalit Days.
8. To expend relationship with the governmental and non- governmental as well as national and international organizations, associations.
9. To do necessary work demonstrating solidarity with the sister organizations of Dalits and also with other associations for the elimination of social mal-practices and untouchability.
