CHAPTER-3 :General Meeting and Its Functions, Duties and Powers

10. General Meeting :-

The Central General Meeting shall be the apex body of this Dalit NGO Federations.

1. In the Annual General Meeting to be held once in a year, the Chairperson of the working committee shall be ex officio Chairperson and other officials and members shall be, ex officio members of the General Meeting.
2. The representative officials of all the member associations of the Federation shall be entitled to take part in the General Meeting.
3. The Preliminary General Meeting of the founder members shall be held within 6 months from the date of registration of this Federation.
4. The General meeting may arrange human resource and general management to conduct the programme/ office as per the necessity.
5. The decision of the General Meeting shall be made by a majority of the members present.
6. The quorum for the General Meeting shall be deemed to have been constituted if 51 percent of the total members are present.
7. Incase of non presence of 51 percent of the total members in the General Meeting, such meeting shall be held on such date as prescribed by that meeting.

11.National Conference :

1. A central, regional and district level General Meeting shall be organized at least once in a year.
2. Provided that, if it is felt necessary at least one fourth member association or two third members of the working committee may request in writing for General Meeting. A General Meeting is to be called within 3 months of such request.
3. New leadership shall be elected by holding national conference in every three year.
4. All ordinary members of this Federation are entitled to take part in the national conference. Provided that, for the purpose of filing nominations, unless otherwise arranged, a representative who has worked for at least one year being a member in the working committee of his/her association may file nominations to the district or region if the association is affiliated to them and to the region or center if the association is affiliated to the center of the Federation.

12. Functions, Duties and Powers of the Working Committee :

1. The audit report of thr Federation and the statement of income and expenditure for the following fiscal year shall be presented by the treasurer.
2. The General Meeting shall after holding discussions approve the annual report, programs and statement of income and expenditure.
3. It shall appoint an auditor for the following fiscal year.
4. It may take changes in working Committee, if felt necessary.
