CHAPTER-4:Working Committee and its Functions, Duties and Powers.
13.Working Committee :

  1. There shall be central, regional and district level working committees of this Federation.
    1. The central working committee shall consist of 11 persons as follows :-

    2. (Shall be nominated by the working committee from among the expert NGOs of special nature)

    3. Regional working committee may be constituted in the region where any 7 Dalit NGOs are working. There shall be a 9 member working committee as follows, in 5 development regions to be constituted from the nominations of the representatives of the respectives of the respective district committee within the region.

    4. The district working committee shall consist of 7 persons as follows :-

  1. In case there is no registration of 7 Dalit NGOs in any region or district at the time of constituting regional or district committees of the Federation, the central or regional working committee itself may work there.
  2. There shall be at least two women officials either elected or nominated in the center and one each in the regional and district working committees of the Federation.
  3. If any post falls vacant by special reason, the working committee shall fill the vacant post within 6 months from the date of such vacancy subject to the provision of this Statue and such act of fulfillment of the vacant post shall be valid for the remaining period after being approved by the General Meeting. In case it is not approved, the General Meeting shall decide the matter.

14.Meeting of the Working Committee :

  1. The meeting of the Working Committee shall be held 4 times in a year. Provided that, the meeting may be held at any time if the working committee deems necessary.
  2. The quorum for the workin committee shall be deemed to have constituted if 51 percent of the members are present.
  3. The General Secretary shall send the notice of the meeting to all the officials as per the direction of the Chairperson.
  4. The members to be absent for three consecutive meetings of the Federation without any notice may be suspended or expelled. The member so suspended or expelled shall be given full oppurtunity to defend himself/herself and notice thereof shall be given to the association concerned.

15.Functions, Duties and Powers of the Working Committee

  1. The functions, duties and powers of the Working Committee shall beas follows :-
    1. To take interview, to select and depute qualified employees necessary for the programs conducted by the Federation.
    2. If it is felt necessary to canceal the appointment. Provided that, an oppurtunity shall be given to the concerned person to defend himself / herself before canceling the appointment.
    3. To formulate necessary policies or frame bye-laws for the Federation.
    4. To carefully inspect or supervise various programmes conducted by the Federation.
    5. To recommend appropriate opinion to bring necessary improvement in the programmes of the Federation.
    6. To raise financial resources from government, national or international donor agencies or from its own sources for collecting necessary fund for the purpose of any development programmes conducted by the Federation.
    7. The central working committee may constitue an advisory board consisting of maximum 7 members from among the reputed social workers. The working Committee may seek necessary advice from the advisory board as per the necessity.
    8. A secretarial committee consisting of maximum 7 members may be formed under the chairmanship of the Chairperson from among the members of the Working Committee.
  2. The functions, duties and powers of the regional and district level working committees shall be as follows :-
    1. To make necessary arrangement to run the office.
    2. To implement the policies and directives of the higher working committee.
    3. To organize General Meeting once in a year.
    4. To implement the decisions of the General Meeting.
    5. To submit the work progress report of the whole year to the General Meeting.
    6. To prepare annual programme and estimated budget of income and expenditure before the commencement of new fiscal year and submit it to the General Meeting.
    7. In case of vacancy of the post of the Officials or the members of the Working Committee, the respective regional or district working committees shall fulfill the vacant posts.
    8. To inform the higher working committees about the progress reports.
    9. To formulate programmes and projects in their area and conduct them.
    10. The working committee shall select, appoint and depute the employees as per the necessity.
    11. To form a secretarial committee consisting of at least 5 members under the chairmanship of the Chairperson from among the members of the working committee.
    12. To form a advisory board consisting of at least 5 members.

16. Tenure of office of the Working Committee :

The tenure of office of the central, regional and district level working committees shall be of 3 years.

17. Functions, Duties and Powers of the Secretarial Committees :-

  1. To perform the functions, duties and exercise powers of the Working Committee in case the meeting of the working committee could not be held and get it approved from the meeting of the Working Committee.
  2. The secretarial commitee shall not have power to invalidate the decissions of the Working Committee and shall not make decissions in contrary to that.

18.Functions, Duties and Powers of the Officials of the Working Committee :

The The functions, duties and powers of the Working Committee shall be as follows:-

  1. Chairperson
    1. To bear vital and final responsibility with regard to the conduct of the Federation in the capacity of chief official of the Federation.
    2. To direct to call the meetings of the Working Committee.
    3. To preside over the meetings.
    4. To implement or cause to be implemented the decisions made by the meetings.
    5. The decision of the Chairperson shall be deemed to have been final in case of having difficulties in decision making due to differing opinions among the members in the meeting.
    6. To do other functions for the benefit of the Federation.
  2. Vice Chairperson :
    1. To assist in the functions of the Chairperson.
    2. To perform all the works to be performed by the Chairperson in his absence.
    3. To do functions and duties as prescribed by the Chairperson or the Working Committee.
    4. To do other functions for the benefit of the Federation.
  3. General Secretary :
    1. To call meetings as per the direction of the Chairperson.
    2. To implement or cause to be implemented the action plans prescribed by the Federation.
    3. To do or cause to be done the casual works to run the office.
    4. To submit the four monthly report of the Federation to the concerned office regularly as per the rules.
    5. To do coordination nad networking with national and internatonal organizations, associations.
    6. To bear vital responsibility for the development and expansion of the Federation.
  4. Secretary :
    1. To assist the General Secretary in his functions.
    2. To perform the functions of the General Secretary in his absence.
    3. To do the casual work to run the office.
    4. To do necessary works as prescribed by the Working Committee for the development and expansion of the Federation.
  5. Treasurer
    1. The tresurer shall be fully responsible for the funds of the Federation.
    2. To protect or cause to be protected the movable and immovable property of the Federtation by maintaining the records thereof.
    3. To make audit of the accounts as per the rules.
    4. To operate financial transaction.
    5. To submit the work report on finance of the Federation, audit report and estimated statement of income and expenditure for the following fiscal year and keep them up to date.
    6. To operate the fund as per the direction of the Chairperson or the working committee.
  6. Members
    1. To bear responsibility for the development and expansion of the Federation as per the direction of the Working Committee.
    2. To formulate plans, policies and programmes for the implementation of the objectives of the Federation.
    3. The central member shall monitor the regional and district level working committees.
    4. To do other functions as prescribed by the Working Committee.
